The taxonomy terms list is not displaying

Hello everyone!

In taxonomy, a vocabulary was created with a list of terms like: 2017, 2016, 2015, etc. These terms are used to sort news on the site by year. When creating content of type "News," it was necessary to select the year from a dropdown list for subsequent sorting on the site.

Recently, when creating news, nothing can be selected from the list. It is empty. It says "-None-". For previously created news, nothing can be selected either, but they are still sorted by year until they are resaved.

There are no error messages. I don't know what to do.

Does anyone know where to look?

By the way, sorting in articles was organized in the same way, only instead of the year, the category name was specified. The categories list there is also empty.
